I live in Canada, I just checked the customs regs and you can bring 200 grams or 7 ounces in for personal use. If you brought in a bit more I’m sure they wouldn’t care.
You are absolutely right. The minimum fine is 500 bucks for a pack of duty-unpaid cigarettes or prosecution in court. I’m from Singapore and a pipe smoker and there isn’t much pipe tobacco available in my country. It’s really hard to sustain a hobby i so enjoy here in my country.
I was last in Canada in 1997. Customs didn’t care about the 10 pouches of Borkum Riff I had on me. What they zeroed in on was the diamond engagement ring I had for the lady waiting over the line. There was only 1 customs agent at the desk. He left to get something and left her and I alone. She grabbed my arm and we ran away! Oh, yea. The lady. She eventually said “no”. Oh, well. Too bad. Didn’t want to live in Canada anyway.
Oh, yeah don’t ever say you bought your pipe tobacco in a duty free shop. You’ll get some of them to charge you IRT. Just say it is personal use and you are a collector. It is NOT for resale. You should be ok.
I can safely say that you have almost nothing to worry about bringing pipe tobacco into the USA from Canada or Europe. They may check the tobacco but that is about all. The Federal Excise tax on loose pipe tobacco is extremely low. Most CBP Officers can’t be bothered with a few bags or tins of pipe tobacco.

I live in Detroit and Windsor is pretty much just like another suburb of Detroit and i have some friends there so i used to cross the border pretty frequently. Until they started that passport thing. Liquor prices are a bit steep in Canada so many times i’ve snuck beer and liquor over the border and packs of cigarette before i took up the pipe. Well a few years ago a Canadian friend of mine had gotten a divorce and literally had nothing to her name so i had some stuff i was going to let her use
Be glad that you’re not going to Singapore. Their duty-free allowance for tobacco is ZERO. If you are a cigarette smoker they *might* let go your opened pack, but not any closed one you may have. No pipe tobacco or cigars without tax. And of course, you can’t expect to find many places to smoke in a country that sends people to jail for spitting on the street… I’ve never actually been there, but from what everybody tells me, it’s a glittering rich and clean place, but at a steep price.
I just ordered 10 ounces of pipe tobacco from the USA (finally!!!) and I live in Romania. That’s about 280 grams but you can only get 50 grams from outside the EU. So I went overboard… a little. I hope the customs agent will be understanding.
Canada is more relaxed than usa man , i remember coming from India , and alone , they checked me like crazy when i had my stop over boston airport , i actualy mail order pipe tobacco from vermont into canada , post never caught it , declaration of course is minimalistic ,and so is value ….. anything to save on taxes here ….
Last time I went to Niagara Falls my buddy and I were both smoking pipes as we pulled up to the check point. We were searched, car completely unpacked. they were also kind enough to let us repack everything they took apart…

smuggling pipe tobacco is easy. food is much harder. i got caught with a lot of cheese but they did not do anything or even confiscate it.
